Chapter By-Laws

Article I- Name

 The name of this chapter shall be Gamma Eta of Eta State North Carolina of the Delta Kappa Gamma Society International.

 Article II- Objectives

The objectives of the Gamma Eta Chapter shall be to:

1.       Promote the purposes of The Delta Kappa Gamma Society International

2.      Abide by Eta State Bylaws and Standing Rules

3.      Be governed by the International Constitution and Handbook

Article III- Membership

Section 1:  Classification

A.      Active members shall be women who are employed in educational work at the time of their election and have at least three years as professional educators or have been retired from an educational position no more than two years.  They shall participate in Society activities and shall attend at least six meetings during a biennium.

B.     Reserve members shall be formerly active members who are unable to participate in chapter activities because of a physical disability and/or geographical location.  Reserve status shall be granted by a majority vote of the chapter.  Upon request the reserve members may be restored to active membership by a majority vote of the chapter.

C.     Honorary members shall be women not eligible for active memberships who have rendered notable service to education or to women and are elected to honorary membership in recognition of such service.  They shall be privileged to participate in all activities except that of holding office.  A lifetime fee of $50.for international publications shall be paid for each honorary member at the time of initiation.  This fee shall be paid by the initiating unit of the Society.

 Section 2:  Election of Members

A.      The membership chairman shall distribute the recommendation for Membership forms to chapter members at the September meeting.

B.     The recommendations for Membership shall be presented by the membership chairman at the January meeting.

C.     The chapter shall determine the number to be selected and shall vote for new members at the March meeting.

D.     The president shall issue invitations to elected applicants by April 1 and inform them of the mission, dues and initiation fee of the chapter.

E.      An orientation session arranged by the president and membership chairman shall be held for new members prior to their initiation

F.      Those elected for membership shall be initiated at the May meeting.

Section 3:  Dues and Fees

A.     Dues shall be determined by a majority vote of the chapter members based on the needs of the chapter.

B.     Annual dues shall be paid to the chapter treasurer between May 1 and October 1.  The fiscal year shall be July 1-June 30 inclusive

c. Initiates shall pay all Chapter dues and fees at the time of their initiation.

 Section 4:  Nonpayment of Dues

A.     The treasurer shall notify members in arrears by October 1.

B.     Members who have received proper notification and do not pay their dues by November 1 shall be dropped from the roll.

 

Section 5:  Resignations and Reinstatements

A.     A member desiring to resign from the chapter shall inform the president in writing, and the president shall in turn notify the designated society officers.

B.     Members shall be reinstated in accordance with the Eta State Constitution which states that a former member may be reinstated upon a majority vote of the chapter approving her request for such. Fees and dues shall be paid at the time of reinstatement.

Section 6:  Transfers

A.     A member in good standing may be transferred from one chapter to another

B.     The member shall file an application with International Headquarters.

 

Article IV- Officers

Section 1:  Officers:  The officers of the chapter shall be president, president elect, first vice president, second vice president, recording secretary, corresponding secretary, treasurer and parliamentarian.

Section 2:  Eligibility:  A person who has been a member of the society for at least one year may serve as an officer.

Section 3:  Nomination and Election:  The Nominating Committee shall present nominees for president, presedent elect, first vice president, second vice president, recording secretary and corresponding secretary at the March meeting of the second year of the biennium, an even numbered year.  Additional nominations may be made from the floor, and the officers shall be elected by a majority vote.  The treasurer shall be selected by the Executive Board, and the parliamentarian shall be appointed by the president.  Officers shall be installed at the following May meeting and shall take office on July 1.

Section 4: Term of Office:  The officers shall be elected to serve a term of two years or until a successor is named.

Section 5:  Vacancies:  Vacancies in all offices, except president, may be filled by the Executive Board.  Officers not performing their duties shall be requested to resign by a majority vote of the chapter.

Section 6:  Duties: 

A.      The President shall preside at all meetings of the chapter and Executive Board, appoint all committees except the Nominating Committee, serve as ex-officio member of all committees except the Nominating Committee, appoint the parliamentarian, serve as a member of the State Executive Board, be the official representative of the Chapter, notify those elected to membership and perform any other duties pertaining to her office.

B. The President Elect shall perform duties as requested by the President or the Executive Board and shall fill the office of President at the end of the President's term.

C.      The First Vice President shall serve as chairman of the Membership Committee, shall fill the office of the president should it become vacant during the current biennium, and shall  perform other duties as requested by the president or the Executive Board.

D.     The Second Vice President shall serve as the program  Committee Chairman, shall fill the office of president in the absence of the first vice president, and shall perform other duties at the request of the President or the Executive Board.

E.     The Recording Secretary shall record the attendance and minutes of the chapter and Executive Board meetings, shall inform members of their second absence from a regular meeting during a year and shall perform other duties at the request of the president or the Executive Board.

E.      The Corresponding Secretary shall chair the Communications Committee, work with the president to produce a club newsletter and perform any other duties related to her office.

F.      The Treasurer shall receive and disperse all monies of the chapter; keep an accurate account of receipts and expenditures; keep a file of receipts, bills, canceled checks and bank statements; report at each regular meeting; file required tax reports, and submit for annual audit the chapter accounts.  She shall serve as ex-officio in the process of budget developments and perform any other duties pertaining to her office.

G.     The Parliamentarian shall facilitate Chapter business according to the current edition of Robert’s Rules of Order Newly Revised and serve as ex-officio member with vote on the Executive Board.

 

Article V    Meetings

Section 1:  Regular Meetings:  The regular meetings of the chapter shall be held in September, November, January, March and May on dates and at sites selected by the Executive Board at their summer meeting.

Section 2:  Special Meetings:  The December meeting shall be the annual Christmas meeting of the Wake County Chapters and the Eta State or Society International conventions. Other special meetings may be called by the Executive Board to conduct business for the good of the chapter and its work.

Section 3:  Quorum:  Ten chapter members shall constitute a quorum.

 

Article VI    Executive Board

Section 1:  Composition:  The elected officers of the chapter and the immediate past president shall constitute the Executive Board. The treasurer and parliamentarian shall be ex-officio members.

Section 2:  Powers:  The Executive Board shall have general supervision of the chapter affairs between meetings, select the treasurer, set the dates and places of the chapter

Meetings, make recommendations to the chapter and perform other duties specified by the chapter.  It shall be subject to the rules of the chapter and its acts will not conflict with The Delta Kappa Gamma Society Constitution rules.

Section 3:  Meetings:  The Board shall hold at least two meetings during the year, a summer and a winter meeting.  Special meetings may be called by the President or at the written request of two Executive Board members.  The president may invite to the meetings other Chapter members needing to be present to executive the Chapter business.

Section 4:  Quorum:  A majority of the voting members of the Executive Board shall constitute a quorum.

Article VII    Committees

Section 1:  The Standing Committees shall be Membership, Nominations, Finance, Program, Communications and Scholarships and Fellowships.

A. Membership:  This committee shall be composed of the first vice president as chairman and three additional members appointed by the president.  It shall review and present recommendations for membership, coordinate new member induction activities as orientation, prepare a written memorial for a deceased member and perform other duties related to membership as designated by the Chapter president.
B. Nominations:  This committee shall be composed of three members named by the Executive Board and shall elect its own chairman.  It shall present a slate of nominees for Chapter officers at the March Chapter meeting of the second year of the biennium (an even numbered year), shall coordinate the activities involved in the installation of new officers, and shall perform any other duties pertaining to the committee’s work when directed by the Executive Board.
C. Finance:  This committee shall be composed of the treasurer and two additional members appointed by the President.  It shall assist with preparation of a proposed budget, coordinate the fundraising, review receipts and disbursements and recommend to the chapter action on financial matters.
D.  Program:  This committee shall be composed of four members in addition to the Second Vice President who shall serve as chairman.  It shall plan the programs of the year and shall include programs and projects in the areas of personal growth and services, professional affairs and research.
E. Communications:  This committee shall be composed of the Corresponding Secretary who will serve as chairman and three additional members.  It shall conduct correspondence relating to Chapter work as instructed by the President and the Chapter including remembrance actions and memorials. It will work with the President to produce Chapter newsletters during the year.
F. Scholarships and Fellowships:  This committee shall be composed of three members and the Recording Secretary shall serve as chairman.  It shall coordinate and recommend scholarships, fellowships, grant-in-aids, contributions and receipts.

Section 2: Such other committeess, standing or special, shall be appointed by the Preseident of the Chapter or Executive Board as deemed necessary to carry on the work of the Chapter.

Article VIII    Parlimentary Authority

The current edition of Robert’s Rules of Order Revised shall govern the proceedings of the Chapter not provided for in  Eta State governing documents.

Article IX    Amendments

 These bylaws may be amended by a two-thirds vote of the Chapter.  Amendments shall be presented in writing to the Chapter members thirty days prior to being voted upon.
