Beta Beta Chapter

Chapter Rules

A chapter shall have chapter rules to govern the work of the chapter so as not to contradict the following documents:          

                        1.  The International Constitution      

2.  The State Bylaws

                        3.  The International Handbook

ARTICLE I

NAME

 

The name of this organization shall be Beta Beta Chapter, Psi State Organization, and The Delta Kappa Gamma Society International.

 

ARTICLE II

PURPOSES

 

The purposes of the Beta Beta Chapter shall be the seven purposes of The Delta Kappa Gamma Society International and those of the Psi State Organization.

 

ARTICLE III

MEMBERSHIP

           

Section A. Beta Beta Membership

1.        The membership of Beta Beta shall be composed of active and reserve members from Emanuel, Johnson, Candler and Treutlen Counties. 

2.        Membership is by invitation and initiation. 

3.        A member who accepts an invitation to membership and is initiated into the Society becomes a member of Beta Beta Chapter, Psi State Organization, and The Delta Kappa Gamma Society International.

 

Section B.  Classification

1.        An active member shall be a woman who is employed as a professional educator at the time of her election or has been retired from an educational position.  An active member shall participate in the activities of the Society. (Article III, Section B, Constitution)

2.        Reserve membership shall be granted only to those who are unable to participate fully in the    activities of the chapter because of physical disability and/or geographic location.  Reserve status shall be granted by majority vote of the chapter.  A reserve member, so requesting, may be restored to active membership.

 

Section C.  Election

1.        Candidates for active membership shall be voted upon in chapter meetings as outlined in the   International Handbook. 

2.        Proposed members must live or work in the chapter area.  (Handbook p.5, number 3)

3.        Proposed members must have three years’ experience in educational work and must hold a Master’s degree.

4.        New members to be initiated into the Society shall be determined by a majority vote of the membership present. There shall be no proxy voting.

5.        Invitations shall be delivered by the Chapter President to those voted on by the chapter, and new members accepting the invitation will receive orientation and initiation at the April meeting.

 

Section D. Transfer

A member in good standing may be transferred from one chapter to another upon application to the International Headquarters.

 

Section E.  Termination of Membership

Membership in the society is terminated for one of three reasons:  nonpayment of dues, resignation, or death.

 

Section F.  Reinstatement

A former member shall be reinstated to membership by the chapter receiving the request.  The member does not pay a reinstatement fee. (See ARTICLE IV. FINANCES< Section F. Payment of Dues and Fees.)

 

Section G.  Chapter Meetings

1.        Members are expected to attend meetings unless they have a valid reason.  A written note, email, or phone call stating the reason for an absence must be delivered to the Second Vice-President prior to the meeting. 

2.        A quorum for chapter business shall be a simple majority vote of the membership present. There shall be no proxy voting.

3.        The fiscal year of the chapter shall be July 1 through June 30 inclusive. 

4.        The chapter shall hold at least five meetings a year.                                                                     

5.        The date of the initiation of new members shall be determined by the Chapter Executive Board.   

                                                                                                                                                                                                                                                                                                                                                                                                                                                                    

ARTICLE IV

FINANCES

 

Section A. Annual Dues and Fees

1.        Annual dues and fees for active members shall be $100, which includes State dues ($10), International dues ($40), World Fellowship Scholarship ($1), Chapter expenses ($4) and six meals ($45).

2.        Reserve dues shall be $25.00 which includes State reserve dues ($4), International reserve dues ($20), and World Fellowship Scholarship ($1).

 

Section B.  Payment of Dues and Fees

1.  Annual dues and fees shall be paid to the chapter treasurer by October 1 of each year.  State and international dues and fees shall be forwarded to the state treasurer.

2.  Annual dues and fees shall be paid no later than October 31 of each year.  On November 1   members shall be dropped for non-payment of dues and fees.

 

Section C.  Initiation Fee

An initiation fee of $10 shall be required of all new members.

 

Section D.  Fiscal Year

The fiscal year of Beta Beta Chapter shall be July 1 – June 30 inclusive.

 

Section E.  Financial Controls

1.        Chapter dues shall be analyzed periodically by the Chapter Executive Board, who will in turn   propose changes.

2.        Non-budget items must have prior approval of the Executive Board.

3.        Finance Committee members shall be selected in accordance with the policy set by the Chapter Executive Board. The president and the treasurer shall act as ex-officio members.

4.        The Finance Committee shall be responsible for supervision of the financial affairs of the chapter, including recommendations for the expenditure and investment of funds, preparation of annual budget for adoption by the chapter, and an annual audit.

 

ARTICLE V

OFFICERS

 

Section A. Chapter Officers

The chapter officers shall be president, first vice president, second vice president, recording secretary, and corresponding secretary, elected in even-numbered years by a majority vote. The treasurer shall be selected by the Chapter Executive Board each biennium.

 

Section B.  Nominations Procedure

1.        A Nominations Committee of three members shall be selected by the previous Nominations Committee for election by the chapter at the time of election of officers.

2.        At least one member of the Nominations Committee shall be a past president and the others shall represent different geographic areas.

3.        The Nominations Committee shall present, in election years, a report of one candidate for

      each elective office.  In the event that names are presented from the floor, the Nominations    Committee shall prepare a written ballot.

 

Section C.  Election Procedures

1.        Chapter officers, except the treasurer, shall be elected by a majority vote of the chapter   membership present.

2.        Members shall be given the opportunity to present nominations from the floor after the report of the Nominations Committee.

3.        If there is only one nominee for each office, the election may be by voice vote.  Otherwise, voting shall be by secret ballot.

4.        There shall be no proxy voting.

5.        The term of each elected officer shall be two years. No officer except treasurer may serve in the same office longer than two terms in succession. All officers shall take office on July 1 following their election.

 

Section D.  Duties of Officers

1.  President

     The President shall:

a.        Act as presiding officer at regular and called meetings.

b.       Direct the activities of Beta Beta Chapter.

c.        Appoint standing and special committees.

d.       Serve as an ex-officio member of all committees, except the Nominations Committee.

e.        Complete biennial report forms and chapter president’s Annual Report form.

f.         Attend District meetings in the spring of even-numbered years, Psi State Convention in the spring of odd-numbered years, and Psi State Executive Board meetings on the fourth Saturday in September and February.

             2.  Vice Presidents

                  a. First vice president shall serve as presiding officer in the absence of the president, and in the event of the resignation or death of the president, shall succeed to the presidency and serve until the next regular election of officers.  The first vice-president shall perform such other duties as the president or the executive board shall assign to her.

                   b. Second vice president shall serve as presiding officer in the absence of both the president and the first vice-president, and in the event of the resignation or death of either the president or the first vice-president, shall succeed to the office of first vice president and serve until the next regular election of officers.  The second vice president shall perform such other duties as the president or the executive board shall assign to her.

           

3.  Recording Secretary

               The recording secretary shall keep minutes of each meeting and furnish the president with a copy of such minutes.

4.   Corresponding Secretary

The corresponding secretary shall send cards to sick or bereaved members.

5.  Treasurer

The treasurer shall:

a.        Receive and pay out all monies belonging to the chapter.

b.       Keep an accurate account of receipts and expenditures.

c.        Keep a file of receipts, bills, cancelled checks, and bank statements.

d.       Present a report at each regular meeting.

e.        File required tax reports.

                        

ARTICLE VI

EXECUTIVE BOARD

 

Section A.  Executive Board Membership

The Chapter Executive Board, in accordance with Article VII, Section C of the Constitution, shall consist of the elected officers and the parliamentarian (immediate past president). The treasurer shall be an ex-officio member.

 

Section B.  Duties

1.        The Chapter Executive Board shall select the treasurer for the biennium, act in matters requiring immediate action and decision, and recommend policies and procedures for consideration by members.

2.        Meetings of the Executive Board shall be held at least twice per year before a regular meeting. The Board may meet at other times upon the call of the President. A meeting should be called prior to the first meeting of the biennium.

 

Section C.  Quorum

A quorum for the Executive Board shall be a simple majority.

Section B. Committee Duties

1.        Committee duties are specified in the International Handbook and Article VIII of the Constitution.  Duties are also outlined in the Psi State Bylaws, Article VIII.

2.        The Projects Committee shall be in charge of all special projects undertaken by the chapter.

3.        The Remembrance Committee shall be in charge of all remembrance activities as determined by chapter vote including the following:

                                                              a.      Death of a member will be acknowledged by a floral arrangement featuring Delta Kappa Gamma colors sent to the funeral services, unless deceased member has requested no flowers.  If it is so requested, a donation will be sent to a specified charity.

                                                             b.      Death of a spouse or child will be acknowledged by a chapter card of sympathy and a $25.00 memorial gift to the member’s selected charitable organization.

                                                              c.      Illness of a member will be acknowledged by a card.

                                                             d.      Retirement of a member will be acknowledged by the presentation of a silver snowflake medallion.

                                                              e.      Special honors or achievements will be acknowledged by a congratulatory note.

4.        The Scrapbook Committee shall keep the chapter scrapbook and prepare it for display at the Psi State Convention.

5.        The Social Committee shall assign hostesses and designate a chairman for each chapter meeting.  The chairman shall provide copies of assignments for the year for both the president and the program chairman.

 

ARTICLE VIII.

RECRUITMENT GRANTS

 

Section A.  Recruitment Grant Qualifications

1.  Two recruitment grants in the amount of $650 each shall be presented annually to female    students at East Georgia College who plan to enter the field of education and have been educated in public schools.

2.  Preference will be given to sophomore students in our service area with a minimum 3.0 grade point average. These individuals must also submit an essay.

 

Section B.  Recruitment Grant Funds

Funds will be provided by silent or live auctions.  Members who do not donate items for the silent auction      will be assessed $20 per year.  The necessity of a silent or live auction will be determined on an annual basis.

 

ARTICLE IX.

AMENDMENTS

 

The Chapter Rules may be amended by majority vote of the members at a chapter meeting provided proposals for amending have been given at a previous business meeting.
